Condom Distribution For Grades 1-12...What Does A 6yr Old Need With A Condom?

Okay, so I get distribution for middle & high school aged kids, but elementary school? First graders?
I have tried to figure this one out, really I have. I'm not saying that kids are having sex younger & younger now, but THAT young?
What will a First grader do with a condom? I mean, it looks like a balloon...sure, they will have to have counseling before it can be given to them, but what do they hope to gain from giving a 6 or 7 yr old child a condom?
I get that they will now know the proper application and usage of said product, but what is the point?
All I can figure is that they can carry it around in the event of sexual predators maybe?
And THAT seems a bit odd even in today's society...giving a 6 yr old a condom...
I mean, they can play with it...I guess they could blow it up & use it as a balloon...put stuff in it or something maybe...but its actual intended use?
Kids this age have a hard enough time asking parents where babies come from...& when they do they rarely are seeking the REAL answer...or rather the scientific graphic pictoral that this would paint for them...
I dont know, do YOU have any idea what a child that young could possibly need a condom for?
Is this some way of trying to identify child abuse or something? Seriously...elementary age kids? What do you think?
