Need New Plan Of Attack!

Okay, so this morning has been quite a fun one for me.
I went upstairs to get the babies up for the day only to find that not only had they been playing with their television and DVD player AGAIN, that they had finally done IT.
That which I have been dreading since I moved into this house, really.
They somehow managed to break their upstairs window. To make things worse, they lost part of their TV wires out side of the window in the process and both boys tried to go after them.
So now what do I do? I spent my morning cleaning up the kids, making sure they were okay and weren't seriously hurt.
It's soo hard not to panic or completely freak out when things like this happen, really it is.
But, I got the boys cleaned up and thankfully nobody was cut terribly badly.
Kian has a bandaid on his finger from where he tried to get that missing cord, but that was all.
Thankfully, it's not very deep and is basically a scratch and doesn't even hurt much.
The blood was scarier than the actuall wound and I am so glad of that. It may sound strange, but in these cases it can be overwhelming and scary, especially with three to clean up!
Kaiden wasn't as lucky as his brother. He tried to stick his head out and go after the cord entirely.
He has scratches on his face and he cut his ear and his arms trying to help.
The cut on the back of his ear isn't deep, either thankfully. I was soo scared when I tried cleaning it up and of course he didn't want me to touch it at first!
Vivienne did NOT try and clean up any of it. I am so glad, too, because that is her usual habit in situations like this.
In fact, she didn't have a scratch on her. The blood was from her trying to help Kai apparently.
Everybody is cleaned up, calmed down and playing happily. I went up and managed to get the bad part up, but I can't very well get out on the roof at the moment and retrieve the rest of the window parts.
Thankfully, husband is more than familiar with window repair and will be able to help with that before it rains!
Now I have a huge dilemma. The reason this happened is because their television sits on a dresser right in front of the window.
Apparently in trying to "Fix" the DVD player wiring, they pushed the TV into the window glass and it just finally broke.
So now what do I do? How do I keep this from happening again? Practicality states that I shouldn't board over the window, but it's what I want to do!!!
We have virtually flat roofs upstairs and it would be all too easy for the kids to climb out and check out the chimney or the rest of the roof for that matter!
I'm soo worried it's not even funny! I cannot hang the television because it is the old boxy kind, not a flat screen (which may be the end solution, I don't know!)
So does anyone have any ideas for me on this one? I need some good solutions and soon!

its one of those where the tv sits on a dresser that backs up to the window-they were trying to replug in the dvd player when they pushed it into the glass & it gave way finally-
husband is going to fix the window, then we are going to take a piece of plywood, paint it & put it accross the lower portion of the windows like one would normally use shutters- then we will paint it white & put something cute on it for them as decoration-
i would use shutters but they are soo fragile...
at least that is thie plan for the moment-
yes they are 3...they gave themselves time out after i got them cleaned up- kian is STILL talking about how he was bad this morning & how he & kaiden ashe broke the window & vivienne tried to clean it all up for them...
it was accidental-they did not mean to break the glass & only tried to reach the cords that fell out of the window when it happened- kai got really lucky that he only has scratches on his arms though-it is truly scary
i've thought about taking the tv out, but its mostly in there to drown out the household noises so that they dont sit there & their baby radar go off everytime someone open or shuts a door downstairs or when bregon goes upstairs to bed-
i've thought about moving them downstairs, but then that would give them access to 2 bathrooms, the shower & the front door which they have long since mastered unlocking deadbolts...with keys & without...
so its one of those HUGE dilemmas...
next step is big-kid beds which will require a rearrangement in there anyways-
what i need to do is get them a flatscreen that can be hung on the wall out of reach & then the window would be obsolete
there was a time when i truly worried that kai would figure out he had access to the chimney & try it out like santa, but i dont think he really will go out after what happened today - they are more frightened of it than ever actually
which is good in some ways bad in others
with my kids i have to anticipate anything & EVERYTHING because together they can come up with things to do nobody would ever imagine in their wildest dreams-& they do it silently with no verbal collaboration so you cant catch em talking about it beforehand
but it has left a huge impression on them that it is BAD and SCARY and will HURT them...so maybe that will stick
